Latest News on Prop 37: Watch the Town Hall and Access Member Tools
California REALTORS® who missed the Proposition 37 town hall, or who want to revisit the discussion, can now access the recording and a growing collection of campaign resources online.
C.A.R. is sponsoring Prop 37 because it tackles affordability and availability by creating homeownership opportunities for working and middle-income Californians.
Visit car.org/advocacy/prop37 for information about the ballot measure, answers to frequently asked questions, and tools designed to help members stay informed and share accurate information with clients, colleagues and their communities.
As a reminder, the state legislative program contains descriptions of the most recent versions of all the bills C.A.R. is actively lobbying in the state legislature. All pending legislation still requires the Governor's action. Bills he signs, or allows to become law without his signature, will take effect. Once the signing deadline passes, C.A.R. Legal will publish guidance and host a webinar on the new laws.
Legal Update
Change in Appraisal Standards. What Does UAD 3.6 Mean To You?
The Uniform Appraisal Dataset (UAD) is a standardized industry dataset for appraisal property reporting that is communicated electronically to lenders. Beginning November 2, 2026, multiple forms used in the appraisal process will be replaced by the Uniform Residential Appraisal Report (URAR). PreUAD 3.6 reporting using free-form commentary is being discontinued in place of data fields. Government Services Enterprises (such as Fannie Mae and Freddie Mac) are updating the UAD to create a data-driven, reporting structure to better capture property and market information. Real Estate Scams
Recently, bad actors have focused on real estate agents and brokers as targets of impersonation scams. By the very nature of the industry, an agent’s identifying information is highly visible to the public. This means that someone who wants to impersonate an agent for nefarious purposes can obtain the agent’s name, image, license number, and other relevant information and then use it to create a fake website or social media account. The scammers then solicit money (via fake lease listings or other means) from unsuspecting consumers. On top of stealing money from innocent members of the public, this can do serious harm to an agent’s reputation. To put a stop to this kind of impersonation, agents should periodically search for their own names and information online to make sure nothing pops up that should not be there. If fraudulent content is found, agents should proactively notify the Department of Real Estate and law enforcement agencies. Market Update
Recent housing data point to a market that may undergo further adjustments in the coming months as borrowing costs rise and economic uncertainty persists. Mortgage rates have reached a 30-month high, purchase demand has weakened, and new home sales remain volatile despite an increase in August. Foreclosure filings have also risen from a year ago, suggesting that more homeowners are facing financial strain. Affordability constraints, elevated energy prices, and tighter monetary policy will likely create additional headwinds in the months ahead. Despite these challenges, solid homeowner equity, disciplined lending, and continued interest in homeownership should help the market weather these pressures. Read the full weekly report here.

“Treasury yields resumed their march higher on Monday, with the benchmark 10-year US Treasury note rising more than 5 basis points to 5.234%, its highest level since June 2007.
The move extended a weeks-long global bond sell-off, bringing fresh pressure on home loan pricing and further narrowing the affordability window for American homebuyers.
The 30-year Treasury bond advanced nearly 6 basis points to 5.56%, approaching levels last recorded in 2004, while the 2-year note — which tracks near-term Federal Reserve (Fed) policy expectations — climbed more than 5 basis points to 4.918%.” Read this article from MPAmag.
